Report description

​The purpose of this research was to examine the factors influencing the effective implementation of local Non-Governmental Organization (NGO) projects in Yemen. The study primarily addresses the effects of communication, planning, funding, monitoring, and control on project implementation, while considering existing legal, social, and cultural variables within the Yemeni NGO sector.

​Methodology and Findings

​Approach: The study applied a quantitative methodology; data was collected using questionnaires.

​Scope: It is an explanatory study aimed at testing specific hypotheses. The target population consisted of local NGOs in the Taiz Governorate.

​Sample: 56 randomly selected local NGOs participated, with a high response rate of 82%.

​Key Results: * Planning, communication, funding, monitoring, and control collectively explain the effective implementation of projects in Yemeni NGOs.

​Planning is a critical factor for success in the Taiz Governorate.

​The combination of planning and communication has a significant impact on implementation when legal factors are considered.

​Conclusion: The study emphasizes the importance of viewing these factors (planning, communication, funding, monitoring, control) as an integrated system rather than isolated variables when managing project implementation.

​In a rapidly evolving world, project management has become an inevitable necessity for institutional investment and for enhancing project success—specifically by boosting the efficiency of individuals and organizations.

​What is Project Management?

​Project management is the process of planning, organizing, directing, and controlling an organization’s resources to achieve specific goals within a defined timeframe. By utilizing professional project management systems and methods, organizations achieve better control over organizational problems and use allocated resources more efficiently.

​The Project Life Cycle and Knowledge Areas

Professional management involves ten knowledge areas: Integration, Time, Cost, Quality, Scope, Procurement, Communications, Human Resources, Risk Management, and Stakeholder Management.

​The project management cycle consists of sequential phases:

​Initiation

​Planning

​Execution

​Monitoring & Control

​Closing

​Project Execution (Implementation)

​Execution is a vital phase in the project life cycle where the majority of the project’s resources, budget, and time are consumed to achieve desired outcomes. It is defined as the set of actions taken to fulfill project plans and strategies.

​The Project Implementation Profile (PIP)

​The study references the "Project Implementation Profile" (PIP) as a tool to enhance NGO project management. Key takeaways include:

​The PIP can be integrated with the Logical Framework (LogFrame) used by NGOs to ensure success.

​10 Critical Success Factors: Project mission, client consultation, schedule/plan, personnel, client acceptance, technical tasks, monitoring and feedback, top management support, communication, and troubleshooting.

​Highest Ranked Factors: The "Project Mission" and "Technical Tasks" contributed most significantly to success.

​Lowest Ranked Factors: "Client Consultation" and "Client Acceptance" were often managed inappropriately, proving less significant in achieving success within this specific context.

​Project Planning

​Planning is an integrated process encompassing scope, cost, resources, risks, stakeholder engagement, procurement, communication, and quality. It establishes a clear roadmap for the execution phase.

​The Baseline: Once a project plan is accepted in the initial design stage, it serves as the Project Baseline. This baseline is the primary reference for measuring success against the agreed-upon timeframe, specifications, quality, and funding.

​Why Projects Fail: Most failures stem from errors in estimating time, cost, scope, and risks. If estimates are unrealistic during the planning phase, subsequent changes to schedules and resources will disrupt performance during execution.

​Internal and External Factors: High-quality planning requires a thorough analysis of factors such as organizational culture and structure, currency exchange rates, financial control procedures, reporting schedules, and standard contract provisions.
